Remove vehicle information

DELETE 
/api/vehicles/:vehicleId
Supports vehicle removal.
This API supports vehicle deletion. If the vehicle is matched with a device, it cannot be deleted. Please check the vehicle’s association with a device before proceeding with deletion.
